ConditionalSamplingEventTriggerExecutor

Runs a ConditionalSamplingEventTrigger: fires on matching measurements.

A measurement matches if its type is ConditionalSamplingEventTrigger.measureType and ConditionalSamplingEventTrigger.triggerCondition returns true for it.
