SamplingEventTriggerExecutor

Runs a SamplingEventTrigger: fires on matching measurements in the study.

A measurement matches if its type is SamplingEventTrigger.measureType and its data is equivalent to SamplingEventTrigger.triggerCondition. Fires on every measurement of that type if there is no condition.
